Tribute to Former Councillor Alan Wellman

The Town Council was saddened to hear that former Councillor and Mayor Alan Wellman passed away peacefully at the weekend.

Alan served on Northleach with Eastington Town Council continuously for 60 years which by any measure is an exceptional example of dedicated community service. He demonstrated a sustained willingness to lead by fulfilling the role of chairman for 12 years – his wise words diligently guiding the council of the time.

During his time as chairman, he oversaw significant events in the town, notably the building of the Westwoods Centre on the old grammar school site as well as the opening of the long-awaited bypass.  Even after his resignation at 89 years old he continued to offer support and advice. Staff and fellow councillors always knew a quick telephone call to Alan would help fill in a gap in their knowledge.

Last year Alan was awarded the Honorary Freedom of the Parish for his loyal service to the people of Northleach, a richly deserved accolade for someone who was a true inspiration. It’s been a pleasure working alongside him and he will be sorely missed.  We offer our sincere condolences to Alan’s family at this sad time.

Photographic ID Will Be Required to Vote from May 2023

From May 2023 individuals who wish to vote in person, including those acting as a proxy on behalf of another individual, will be required to produce an accepted form of photographic ID to prove their identity before they will be issued with a ballot paper. This is a national change implemented by the Government as part of the Elections Act 2022 which councils are required to follow when running elections.

This change will apply for the local elections taking place in the district on 4 May 2023. 

To vote in person, voters must be on the electoral register and bring a suitable form of photographic ID to their polling station. The most commonly used IDs include:

  • Passport issued by the UK, any of the Channel Islands, the Isle of Man, a British Overseas Territory, an EEA state or a Commonwealth country
  • Photographic driver’s licence issued by the UK, Channel Islands, the Isle of Man, or an EEA state (including provisional)
  • European Economic Area (EEA) photographic ID Card
  • UK Biometric Residence Permit
  • An identity card bearing the Proof of Age Standards Scheme hologram (PASS card)
  • A Blue Badge
  • A concessionary travel pass funded by HM Government or local authority

Voters who do not produce valid identification or a Voter Authority Certificate (more information below), will not be allowed to vote.

Grounds Maintenance Contract 2023-25

Northleach with Eastington Town Council is inviting tenders for a two-year grounds maintenance contract with the option to extend for a further year. The scope will include grass cutting, strimming, hedge trimming, and other ground maintenance tasks as defined in the Specification and associated Plans. Areas of work comprise playing field, recreation grounds, churchyard and cemetery, and highway verges.

Tenders are to be returned in a sealed marked envelope ‘GM Tender’ to Pauline Rigby, Town Clerk, Northleach with Eastington Town Council, Westwoods Centre, Basset Road, Northleach, Cheltenham GL54 3QJ on or before noon on Thursday 12 January 2023.

Remembrance Day Sunday 13th November 2022

The traditional open air service in Northleach to mark Remembrance will be held at 10:50 on Sunday 13th November 2022 beside the War Memorial at the Market Place. Residents are warmly invited to join us to mark the occasion.

The Market Place will be the subject of a road closure order for the duration of the ceremony. The temporary road closure will ensure that people can pay their respects without the noise of passing cars or risk of traffic accident. The closure order will apply to the Market Place and West End between the Market Place and Cotswold Hall. The closure will be in place for just the short period of the ceremony itself and the Town Council hopes that no one will be too badly inconvenienced by these arrangements. Please ensure that all vehicles required to be used during this time are removed prior to the order taking effect. Access for emergency vehicles will be maintained.

Notice of Vacancy in the Office of Councillor

NOTICE is given that, due to the resignation of Mark Ogden, a vacancy has arisen for a Councillor for the Town Council.
The vacancy will be filled by election if a request from 10 local government electors for the Town is received within 14 working days of the date of this notice. The request must be received by 13th October 2022.

Requests should include each electors’ name and address and should be sent to the Chief Executive at the address below or by email to elections@cotswold.gov.uk
If an election is called, it will take place not later than 15th December 2022.

Notice of Conclusion of Audit for Year Ending 31st March 2022

Notice is hereby given under Regulation 16(1) of the Accounts and Audit Regulations 2015 that the auditor has concluded their audit of the statement of accounts, which has been published.
