Under Section 137 of the Local Government Act 1972 the Town Council has the discretion to spend a limited amount of money on purposes for which we have no other specific statutory power. This allows us to award money to local community organisations or groups providing that the allocation of money will be “in the interests of, and will bring direct benefit to, the parish or any part of it, or to all or some of its inhabitants”.
Northleach with Eastington Town Council has therefore allocated a small budget for the award of grants and donations to local organisations, currently £1,000 in the financial year 2017/18.
In exceptional circumstances, larger awards could be considered, but this would require forward planning in order to write the amount into the Town Council’s annual budget. The total sum available in any one year under Section 137 cannot exceed the statutory maximum, which is currently £7.57 per elector for 2017/18.
The Town Council must be confident that any grant or donation awarded from this budget will benefit the parish and its residents and has put together this application process to meet this aim. In accordance with the legislation, we cannot award grants to single individuals, however worthy, or make donations to charities operating overseas or established to help persons outside the UK.

Grant applications from community groups are considered by the Finance, Funding & Grants Committee, which meets four times a year, in April, July, October and January. Therefore, applications must be received by the end of the previous month, i.e. by the end of March, June, September and December.
