Northleach Grounds Maintenance Contract 2026-28 – Invitation to Tender

Northleach with Eastington Town Council is inviting tenders for the provision of grass cutting and grounds maintenance services. The contract has been divided into separate lots to allow participation from both larger firms and smaller local contractors.

You may tender for one, several, or all lots. If you prefer to take on the entire contract, you can submit a combined price covering all lots. The Council will compare both individual and combined bids to achieve best overall value.

Summary for contractors

What’s involved:

  1. Regular mowing of playing fields, playgrounds, cemeteries, open spaces, and verges (frequency varies by site).
  2. Strimming around equipment, fences, and trees.
  3. Maintaining tidy hedges and boundaries.
  4. Weed killing on selected areas around the car park.
  5. Removal and disposal of green waste.

Contract period

Two years starting in March 2026, with an option to extend for a third year.

Remembrance Sunday 2025

Northleach with Eastington Town Council and the Northleach and District Branch of the Royal British Legion would like to invite the community to join with them to mark Remembrance Day on Sunday 9th November.

Please gather at 10:45am for the traditional open air service at the War Memorial on the Market Place.

The Market Place and High Street adjacent will be the subject of a temporary road closure for the duration of the ceremony. This allows everyone to share in a moment of quiet contemplation in safety and without interruption from passing traffic.

We kindly ask owners to remove any vehicles parked in the vicinity of the War Memorial before the road closure comes into effect at 10:30am. Access will be maintained for emergency vehicles only during the closure period.

Public notices advising of the road closure will go up shortly and a copy of the legal order can be found below.

Have Your Say On The Future Of Northleach Public Toilets

Northleach with Eastington Town Council is seeking your views on the future of the public toilets in Northleach Market Place. At the moment Cotswold District Council runs the toilets and they have told us they cannot afford to keep them free to use.

There are two options for the future:

  • Option A – The district council continues to operate the toilets but starts charging 40p per visit. Access to toilets is essential for public health, wellbeing and dignity. Even a small charge could inconvenience residents and visitors. This could make the town feel less welcoming and reduce trade for local businesses. It is not clear whether the public toilets will stay open after April 2028, when the new unitary authority takes over services from the district council.
  • Option B – The town council takes over the toilets and keeps them free to use. This would be paid for from the town council’s budget. Based on this year’s figures, running the toilets would cost Northleach residents around £15 per Band D household per year. The Town Council would need to decide how to fund this, which could mean an increase in your council tax.

We would like to know which option you prefer, and how important you think it is to keep the toilets free at the point of use.

Memorial Safety Inspections August 2025

As part of our legal duty to ensure the safety of all memorials within our cemeteries, we have recently completed the annual inspection programme in Northleach Cemetery. The exceptionally dry summer has caused substantial ground shrinkage, and we discovered that a large number of memorials have become unstable. We are aware that this news may cause concern and we wish to provide clear information and reassurance.

First and foremost, we would like to reassure families that no memorials were damaged during the inspection process. All memorials are carefully hand-tested, without the use of force or machinery. In some cases, memorials have been temporarily laid flat for safety. This step is only taken where a memorial has already failed and is no longer fixed to the ground. Laying a memorial flat is a intended to protect visitors while giving families the necessary time to discuss and plan a permanent repair.

Memorials belong to the rights holder of the grave. While we aim to contact families directly, many of the affected memorials are several decades old, so we do not always have up to date contact details and, due to the large number of memorials involved, this process will take some time. We therefore invite you to review the list in the file below and get in touch if you are responsible for, or have a connection to, a memorial on the list. Our staff are available to support families through the process of arranging repairs.

PLEASE NOTE: Permission is required from the Council as burial authority to install, maintain, or alter any memorial in Northleach Cemetery. All repairs must be undertaken by a competent and insured memorial mason and any refixing of memorials must comply with current British Standards.

Notice of Co-Option August 2025

NOTICE IS HEREBY GIVEN that there is currently one vacancy in the Office of Councillor for Northleach with Eastington Town Council.

The Town Council is able to fill the vacancy by co-option, rather than a formal election process.

If you are interested in serving as a Town Councillor, you will need to apply by Wednesday 3rd September 2025. Supporting statements are encouraged, on no more than one side of A4, detailing why you would be interested in becoming a Town Councillor.

An application form is available from the Town Clerk. Completed forms should be submitted by email to clerk@northleach.gov.uk or delivered by hand to The Westwoods Centre, Bassett Road, Northleach GL54 3QJ.

Candidates are reminded that, to be eligible for co-option on to the Town Council, they must satisfy the standard election qualification criteria.
