  1. An Election is to be held for a Member of Parliament to serve North Cotswolds Constituency.
  2. Nomination papers can be obtained from the offices of the Acting Returning Officer, Trinity Road, Cirencester, GL7 1PX, during the times stated below.
  3. Nominations papers must be delivered to the Acting Returning Officer at Trinity Road, Cirencester, GL7 1PX on any day after the date of this notice, between 10am and 4pm, but no later than 4pm on Friday 7 June 2024.
  4. The £500 deposit can be paid by legal tender or by means of a banker’s draft from a drawer which carries on business as banker in the United Kingdom or by electronic payment – details can be provided on request.
  5. If the election is contested the poll will take place on Thursday 4 July 2024.
  6. Applications to register to vote must reach the Electoral Registration Officer at Trinity Road, Cirencester, GL7 1PX by 12 midnight on Tuesday 18 June 2024. Applications can be made online at www.gov.uk/register-to-vote or contact this office for a paper form.
  7. New applications to vote by post, and amendments or cancellations of existing postal votes or proxy vote arrangements must reach the Electoral Registration Officer at Trinity Road, Cirencester, GL7 1PX by 5pm on Wednesday, 19 June 2024. Applications can be made online at www.gov.uk/apply-postal-vote or contact this office for a paper form.
  8. Applications for a Voter Authority Certificate or an Anonymous Elector’s Document valid for this election must reach the Electoral Registration Officer at Trinity Road, Cirencester, GL7 1PX by 5pm on Wednesday, 26 June 2024. Applications can be made online at www.gov.uk/apply-for-photo-id-voter-authority-certificate or contact this office for a paper form.
  9. New applications to vote by proxy at this election must reach the Electoral Registration Officer at Trinity Road, Cirencester, GL7 1PX by 5pm on Wednesday, 26 June 2024. Applications can be made online at www.gov.uk/apply-proxy-vote or contact this office for a paper form.

Notice of Public Rights To Inspect the Accounts 2024

Northleach with Eastington Town Council approved its Annual Governance and Accountability Return (AGAR) for the year ending 31 March 2024 at a meeting on 15 May 2024. These documents have been submitted to the external auditor and are now available to review.

Any resident has the right to inspect the accounting records and associated document for a 30 day period commencing on Monday 3rd June. Please see the attached notice for details.

Northleach’s Waste Collection Day Is Changing

Press release from Cotswold District Council:

Cotswold District Council has announced it is changing the waste collection days for 60 per cent of households in the district as the local authority drives for greater efficiency within its waste and recycling service.

The new collection rounds, which will start from week commencing 24 June 2024, are projected to deliver cost-savings of £375k in the current budget year with annual savings of £500k annually thereafter.

As part of the new collection schedules households may see a change to their collection day or the week on which their waste and recycling is collected, or both. Collections may also take place at a different time during the day, even for those who are not having a date change.

The District Council is assuring residents that they will continue to receive the same level of service and is starting the process of notifying those affected this week (commencing 27 May).

Councillor Mike Evemy, Cabinet Member for Finance, including waste and recycling, at Cotswold District Council, said: “Changing our collection rounds will make sure we meet the demand for waste and recycling services as household numbers in our district increase and ensure we continue do this in the most efficient and cost-effective way possible.

“We’re asking residents to look out for the introductory flyer which will be sent at the end of May to those affected by the changes. This will be followed up with new waste calendars and letters explaining what the changes mean for those households, which should arrive on doormats by 13 June. Properties that receive no communication from us in the post will not be changing.

“However, whether they are changing or not, households may find that their collections take place earlier or later in the day than they are accustomed to due to the new routes crews will be taking. Because of this, we’re reminding all residents to put their containers out by 7am to make sure they don’t miss their collections.

“We spend more on waste and recycling than any other service and like other councils across the country we are facing financial challenges, so it’s vital that we spend our money wisely. The money we save here will help us protect other vital services.

“These latest cost-savings have been made possible by our investment in the onboard technology used by collection crews which has allowed us to understand collections routes better and identify opportunities to make the service more efficient.”

While most households with a bin day change will receive their first main waste collection after 24 June earlier than under their current collection schedule, there will be delays for some. During the changeover, 28% of those having a collection day change will experience a delay of either one or two days. However, 17% of households that are changing will have to wait longer than 12 working days between their main collections as they move over to their new schedule.

To support these households, the Council is offering an additional collection of waste and recycling, and garden waste for those who subscribe, details of which will be outlined in the letter to be sent out in June.

The reorganisation of the collection rounds is likely to reduce the overall mileage waste vehicles need to travel, so should deliver important environmental benefits too.

Weeknights from Monday 3 June to Thursday 6 June, 9pm to 6am each night

Diversions: northbound traffic please follow the A435 and A40. Southbound traffic, please follow the same route in reverse.

Access for residents and emergency vehicles will be in place.

Cowley Roundabout contraflow

To allow us to carry out the next stage of work, changes in the layout of the road around Cowley Roundabout are needed. We’ll be installing drainage, excavating, and setting up a contraflow on the A417 at Nettleton Bottom/Cowley Roundabout.

A429 Burford Road junction to Air Balloon Roundabout – overnight closures

Weeknights from Monday 17 June to Thursday 27 June, 9pm to 6am each night

These closures will allow us to prepare the contraflow including installing CCTV speed cameras, signage and new road markings.

A429 Burford Road junction to the Air Balloon Roundabout – full weekend closure

9pm Friday 28 June to 6am Monday 1 July

When the road reopens on Monday 1 July, the new contraflow in place, with narrow lanes and a reduced speed limit of 40mph. The road will look different, so please take care, until you familiarise yourself with the new layout.

Diversions: northbound traffic please follow the via the A436, A40 and A429. Southbound traffic, please follow the same route in reverse.

Access for residents and emergency vehicles will be in place.

Stockwell Lane closure

We’ll be closing Stockwell Lane from 1 July 2024 for up to 18 months to allow us to prepare for construction of the new road and bridge.

The Robin Bookable Bus Service Expands into South Cotswolds

Gloucestershire County Council is thrilled to launch the expansion of its on-demand bookable bus service, The Robin.

Department for Transport (DfT) funding helped launch The Robin pilot, which currently operates in the Forest of Dean and the north Cotswolds. This pilot is now expanding into parts of Tewkesbury, Berkeley Vale and the south Cotswolds thanks to extra DfT funding of over £1.5million over two years.

For those who haven’t had the opportunity to try it yet – The Robin is a local, friendly bookable bus service. Passengers search for their ideal journey and book a pickup and drop off location that suits them.

It’s affordable at only £2 per journey and connects passengers with transport links such as bus stops or directly to a location if there are no other transport options available.

The new areas will launch in the below areas over the course of three weeks. For specific areas served have a look on the website for detailed maps. Bookings are available the week before each launch date.

  • 3 June – Tewkesbury district
  • 10 June – south Cotswold
  • 17 June – Berkeley Vale

Cllr Philip Robinson, cabinet member with responsibility for buses, said: “It’s fantastic to see The Robin expanding into new areas. I’ve met many people who have benefited from our bookable bus service. It really can change people’s lives in rural areas by giving them access to employment, education, healthcare or entertainment.”

Memorial Safety Inspections April 2024

Memorial safety inspections in Northleach Cemetery were completed recently, and a number of unstable memorials were identified. Those requiring repair have been marked with a notice.

Memorials belong to the rights holder of the grave. We would like to contact those owners so they can arrange to repair the memorials, but unfortunately the addresses we hold are out of date. If you are the owner of one of the affected memorials or a relative of the deceased, then please contact us as a matter of urgency.

Where the owners do not come forward, memorials may be laid flat for safety.
