Councillor Vacancy

Dear all,

Following the resignation of Lucy Roberts a few months ago, the councillor vacancy has been advertised locally by Cotswold District Council. Their notice was to see whether 10 or more residents wished the vacancy to be filled through an election. They have notified us that there was no call for an election and therefore the Town Council can co-opt a new councillor themselves.

The Town Council will be discussing at this Thursday’s Town Council meeting (7pm at the Westwoods) how they would like to fill this vacancy.

Neighbourhood Plan – Public Meeting on Wednesday 20 November

The first public meeting to discuss the Northleach Neighbourhood Development Plan will take place this week. It is vital that the plan developed has the support of the parish and it’s an opportunity for every resident to have a say on future development.

Wednesday 20th at 8pm at the Westwoods Centre

Northleach Housing Needs Report

Below please find the final report of the Northleach Housing Needs Survey.

In the end there was a 27% response which is a little lower than hoped for but is close to similar surveys done in comparable sized towns. GRCC believes it is a fair representation of the people of Northleach.

Development of Bassett Road Field

Dear All,

A few days ago, Northleach with Eastington Town Council were approached by Gloucestershire County Council (GCC) who own the land to the east of Westwoods and south of the road out of the Town. This land is sometimes known as Bassett Road field and is detailed as N1 on the Cotswold District Council SHLAA.

It is their intention to prepare the land for sale, as central government has indicated that all unused land in their ownership should be utilised. The SHLAA prepared by the Cotswold District Council indicates that the land is suitable for 72 new houses and it is the intention of the GCC to prepare reports on the land and seek planning permission to build these houses which would include 50% affordable houses.

Within one month GCC expect that initial archaeological work will begin and this will probably last a few days. They have also indicated that they will keep in close touch with the Town Council.

GCC have asked to see the results of the Town Housing Needs Survey so please could I request that everyone completes the Survey so that your wishes can be taken into account at this crucial stage in the future development of Northleach. There are spare copies at the Westwoods in the Foyer.

Work on the Northleach Culvert

Dear All,

Several projects that have taken place in the last year around Northleach in regards flood mitigation work. The Town Council on behalf of residents has partly financed this in conjunction with CDC and the Environment Agency.

The next stage is a major repair to the culvert at West End. On 21st August work will begin on relaying 120 metres from Bettenson Rise to Craddock House opposite the Wheatsheaf. The work is expected to take 3 weeks. Temporary traffic lights will control traffic and there will be no parking on either side of the road during this period. Any cars remaining will be removed.  The work is being carried out by Complete Utilities Ltd. Please be aware of increased traffic on Midwinter Road, Fortey Road and Farmington Rise as a result of this work.

Comment from Cllr Chris Hancock “The existing culvert is beyond repair, so there will be a new 450mm diameter pipe to take the flow, part of which will be surface water from the A429 and the old A40.  The idea is that this should provide better flow through the town whilst leaving the culvert in the area of the Prison as it is, which will thus retain its more restricted flow, providing some degree of attenuation for water from the Hampnett Brook”

Fortey House – affordable housing consultation

Dear All,

Hopefully you will have received a leaflet over the last few weeks from Bromford Housing the owners of Fortey House, a former older-person housing scheme in Northleach. The site is set to be transformed into 24, two and three bedroom homes available to local people by affordable housing provider Bromford.

Plans for the new development will be on show at a special ‘drop in’ consultation event in the Cotswold Hall anytime between 3pm and 7pm on the 17th July, with local residents and those interested in the homes being urged to attend to share their views on the proposals.

Representatives from Bromford’s development and housing teams will be on hand to provide advice and answer questions on how to apply for the homes, how Bromford’s unique ‘Deal’ works, and any impact construction may have on local residents.

Bromford project manager Sarah Walker, who will be managing the development of the site, acknowledges that the Fortey House has hit a number of barriers in the past but hopes with community support, much needed affordable housing can be created in the Cotswold’s. She said: “Bromford would like to take this opportunity to apologise to those who live near Fortey House for the delays in redevelopment. Unfortunately, the loss of funding and various other issues prevented us from pushing the scheme forward as quickly as we wanted. “However, I’m pleased to say we’re now investing heavily in bringing affordable homes to Northleach and have organised this event to share plans with the local community, and those interested in moving into these homes.

The consultation event will take place on Wednesday 17th July in the Cotswold Hall, West End, Northleach GL54 3HE (opposite the Wheatsheaf Hotel), feel free to drop by anytime between 3pm and 7pm.
