HELD ON TUESDAY, 25 MARCH 2008

The Chairman welcomed everyone to the meeting and particularly our 2 new Members: 
Cllr John Mustoe and Cllr Patrick Sanders.  Cllr Mustoe and Sanders signed their Acceptance of
Office prior to the start of the meeting.

Police Report

 

To Receive Report from attending Police Officer

PCSO Williams arrived late due to a fatal traffic accident in Stow.  He explained that he has been helping with collection of MUGA Questionnaires and that half of the area has been collected twice but this has not improved the response rate.  It is generally believe that most people have no particular view.

Public Question Time

Mr J Astic asked if this item would be better at end of the meeting so that visitors are able to listen to debates before asking questions.  It was agreed to try 2 Public Question Time slots at either end of the meeting for two months and then review.

Mr Astic also asked about the possible installation of a public seat outside the Cotswold Hall.  It was explained that nothing had yet been decided and that the permission of the Hall Trustees and Gloucestershire Highways would be required.

The Clerk advised that a Decision has been received from CDC’s Tree Officer regarding the trees that have been removed at Corston Cottage without prior permission and that some of the trees must be replaced.

Cllr Mrs Lawrence drew Members attention to the application for Union Cottage and requested Members to look particularly at the parking issue in view of the volume of local opposition.

Cllr Wellman expressed concern that some of the bridges that have been built across the river are creating a silting problem.  The Clerk confirmed that the Environment Agency booklets have arrived and will be sent out to property holders bordering the river shortly to explain responsibilities.

To Receive Report from the Chairman

Cllr Blades confirmed that he and Cllr Mrs J Pullin are to obtain the curtain material and that the Centre should achieve its budgeted income by the end of the financial year.  He added that a complaint has been received from The Historical Society regarding the increased rates which had been based on a misunderstanding, the recently purchased lining for the Fortey Hall has now been used for a function and the Maintenance tower has been delivered.

Multi Use Games Area   

Cllr Mrs Pullin reported that the response rate to the Questionnaire had been disappointing and that there was little interest from residents.  Less than 10% had been returned from approx 50% of the addresses.  Attempts are being made to collect from the remaining addresses.  The Explorer Scouts were helping with the collections as it had been decided not to use the Youth Club members in view of recent problems.

Allotments

The Clerk reported that a site visit is being arranged with Thames Water to progress the water supply.  Members advised that a stand pipe from the Westwoods Centre may be a considerably cheaper option but in any event a device to shut off supply overnight should be considered.

It was agreed to set up a Working Group to look at a private water supply, formulate a lease and put the necessary agreements in place with the proviso that the Allotments need to be self financing.  The Working Group will include:  Councillors John Mustoe, Chris Hancock and Alan Wellman.

Parochial Church Council News

Cllr Cotton advised that there had been good attendance at the Easter Services and at two very good concerts the week before.  Lighting in the Churchyard is now working but the problem has yet to be identified.

Cllr Cotton advised that resurfacing of All Alone and School Hill is desperately needed.  The Chairman replied that the work needs to be co-ordinated with drainage work but all Highways maintenance work has been delayed due to the cost of repairs due to flooding in other parts of county.  It was agreed in the meantime to report on the number of potholes.
