MINUTES OF THE TOWN COUNCIL MEETING HELD
ON TUESDAY, 15 JULY 2008
PRESENT: Cllr C Hancock (Chairman and Mayor), Cllr Mrs Jenny Lawrence (Vice-Chairman and Deputy Mayor), Cllr N Blades, Cllr Mrs S Burgess, Cllr D Cotton, Cllr J Mustoe, Cllr Mrs J Pullin, Cllr Mrs P Rainey, Cllr R Sanders, Cllr M Williams and Cllr Mark Tufnell (District) also Mrs Caroline Braidwood (Clerk), 3 members of the public and 1 member of the Press.

Presentation by Northleach Youth Club in support of their Grant Application The Chairman welcomed the two Youth Leaders, Katie Essex and Mary Mychalecky and Club member, Joe Tompkins, who was making the presentation on behalf of the Club. With the aid of a Powerpoint presentation, Joe explained that the Club has 30 members with 20 regular attendees. Members are aged between 11–19 years and meet twice per week for project night and an open evening. The Club is half funded by Gloucestershire County Council Youth Service and 50% by the Club’s management committee. The building was refurbished a few years ago but is now in need of redecorating. The Club also employs a local cleaner.
Joe explained that the Club is looking for £500 funding for DJ sessions and a contribution to the cost of redecorating including the kitchen. He explained that members have raised £3,000 to help fund running costs of the Club until almost the end of the year.
The Youth Leaders advised that they are looking to develop partnership working with other Youth groups in the Town. |

Public Question Time (1) Mr M Gaut, representative of the Mill End Allotments holders, expressed concerned about how the Council intends to run the site when is it transferred. Mr Gault was given a copy of the notes from a meeting that had taken place in June with Mrs Smythe and Fields in Trust and his contact details were noted for future correspondence. |

Police Report |
|
|
PCSO Mark Williams advised Members that: · A group of approx. twenty 14 – 15 year olds had congregated on KGV Playing Field the previous weekend intending to party and camp overnight. They had dispersed when Police arrived. He asked that a notice be posted on the Field stating the drinking and camping is prohibited to enable the Police to enforce the restrictions. · A Fancy Dress party had also taken place the previous weekend and party goers had caused a disturbance in the Market Place. · A car has again been damaged in Fallows Road and the Police are asking for information. · It is believed that alcohol is being purchased for minors and Licensee checks will be carried out. |

Waste · There are still pockets where residents don’t have grey bins. · There have been problems with commercial waste which has been collected with domestic waste in the past - Wardens are trying to identify areas where a lot of bags have been left out as businesses now have to pay for commercial waste. · Sita has been asked to close the lids on bins after emptying. · Some properties on the edge of rounds have been missed but are now being picked up. · 3,000 black boxes have been sent out in last few weeks and more are on back order. · The stall in Northleach Market was very popular where people had collected additional bins and further information. · During the first 3 weeks of the new scheme 75% of the waste collected was recycled. 50% was green and food waste and the remainder glass, cardboard etc. · Previously 75% of the waste collected would have gone into landfill. · This is the reason for increased lorry movements · All food and green waste goes to 3 in vessel composters and Freeth’s handle all other recycling. · Telephone calls now tailing off. · It would cost £450,000 to collect plastics from the kerbside which is too expensive. Members congratulated Cllr Tufnell on the increased recycling figures but expressed concern that there are still problems in Northleach where bins have been left some distance from the addresses to which they belong and licences are breaking off bins. Members did, however, suggest that the figures need to be highlighted together with information on where green waste is going. Quarterly recycled figures could be displayed on the side of lorries.
Flooding The Hyder report had been well received The Chairman said that he hoped that £200,000 would be forthcoming towards the cost of lowering the road surface in West End /High Street in addition to other major work under consideration. |

Report from the Chairman Cllr Mrs Lawrence advised: · There were no objections to the Mill View retrospective application for a fence. · It was noted that approval for the current building at Northleach Primary School was given 2 – 3 years ago but funding has only recently become available. · The latest plans for Union Cottage show one building only and the retention of the garage. |

Report from the Chairman The Chairman was unavailable. The Clerk reported that a meeting had taken place the previous evening and the following recommendations made: · To make contact with Sports & Social Club to request the names and contact details of Officers elected at the AGM and to remind them of the increase in rent that was payable from 1 April 2008. · That the proposed Build Out for the Market Place be put on hold until better solution can be found. It was unanimously RESOLVED to adopt these recommendations. |

Minutes of the Meeting held on Monday, 2 June 2008 Noted. Cllr Rainey requested it be recorded that she was disappointed and considered the conditions for hire to teenagers were draconian. She added that it would only seek to put people off from hiring the Centre. Cllr Blades advised that it had been agreed to increase the required deposit to £2,000 for teenage events of over 150 people. |

Report from the Chairman Cllr Blades advised: · The end ridge tile had been replaced and the upper end windows have been repainted. The upper side windows could not be reached from the cherry picker. · Decorating starts on 5 August and the new curtains will be available when the decorating has been finished. · One regular booking has been lost but a regular booking for ballroom dancing begins in September. |

Allotments The Clerk advised that the County Council’s Tree Officer and Surveyor attended the site on Monday. It is yet to be determined where the funds for the preparation work will come from. Cllr Hancock advised that the outcome of his grant application is not yet known. |

Any Other Business Dog Pooh Members were advised that a great deal of dog excreta has been left in Layton Lane, Antelope Lane, Jubilee Walk and at the corner of Guggle Lane. Charter Fair Members were made aware of the considerable mess left in part of the Market Place after the Charter Fair. It was commented that it was a great shame after all the effort that had been made to make it successful event and that other areas had been cleared. |
